Somalis are not Caucasians. They are a mix of Caucasian and Negroid, with more Negroid blood than Caucasian.

Ethnic Somalis, who are 85% of
Somalia’s population, are 35-40% Caucasian and 60–65% Negroid, similar to Oromos the largest
group in Ethiopia.

Somalis would be in the same place as Oromos in this graphic. They are between Kenyan
Maasais and Ethiopian Amharas/Habesha.

Caucasian people did not originate in the Horn of
Afrika, because a pure Caucasian cannot originate from someone who is only partially Caucasian. All humans ultimately come from Afrika but the divergence into Caucasian race happened outside Afrika.

Later on some Caucasians from Arabia migrated across the Red
Sea to the Horn of Afrika and mixed with natives. That’s how Somalis have their mixed heritage.
Somalis are mixed race so they can exhibit both Negroid and Caucasian features. But generally they look more Negroid and are usually
considered “black” in Western societies because genetically they are more Negroid than
Caucasian and because of the one-drop rule.

No, Somalis are not Arabs, they are Afrikans, they don't look Arabs, they don't speak Arabic as native language. They speak Somali, which is in the cushitic branch of the afro-asiatic languages, while Arabic is in Semitic branch of the Afro-Asiatic languages.

Then you may be asking why is Arabic official language of Somalia along side Somali and Somalia a member of the Arab league?

To answer that you must know that majority of  Somalis are Muslims, and Arabic is the official language of the Islamic faith so Arabic is used only during prayers and other religious activities, not in the daily tasks.

Somali is lingua Franca of the nation and every somali speaks it. And the Arab league is only for political and economic purposes since 60% of Somali trade goes to the arab countries of the middle
east.
